PROGRAM

Texas Public Sector AI Awareness Training

A 90-minute, 46-slide self-paced training built to the DIR FY 26-27 required content standard under Tex. Gov. Code § 2054.5193. Self-paced web-based primary; live cohort optional.

Learning Objectives

By the end of this program, every learner will be able to:

  1. Define AI in plain language and recognize common AI tools used in public sector workflows
  2. Identify appropriate and inappropriate use cases for AI in their state or local government work
  3. State that AI tools may only be used as authorized by their employer
  4. Recognize the limitations of AI, including accuracy gaps, training-data dependence, and lack of contextual awareness
  5. Identify common AI risks (legal, security, accuracy, bias) and select appropriate mitigation actions
  6. Recite the legal prohibitions on AI use, including social scoring and biometric identification without consent
  7. Apply the five principles of responsible AI use ΓÇö Human Oversight, Privacy and Security, Transparency, Accuracy, Accountability ΓÇö to specific public sector scenarios
  8. Avoid placing personal or sensitive information into publicly available AI tools
  9. Provide proper transparency to constituents when AI is used in consequential decisions
  10. Apply human-oversight verification practices to AI outputs

Module Outline

Each module is mapped directly to the DIR Required Content list. Slide numbers below correspond to the program deck submitted for certification.

Module 1 ΓÇö Foundations of AI Literacy and Public Sector Use Cases

25 MIN

Learning objectives addressed: 1, 2, 3

  • What AI is (generative, predictive, agentic) in plain language
  • Four DIR-named public sector use cases: workflow automation, data analysis, document summarization, constituent chatbots
  • Common AI tools: ChatGPT, Microsoft Copilot, Google Gemini, agency-internal tools, AI-augmented search
  • The Authorization Rule: employees use AI tools only as authorized by their employer
Slides 3-15 ┬╖ DIR Required Content covered: AI overview, public sector use cases, common tools, authorization rule

Module 2 ΓÇö Critical Thinking About AI Outputs: Risks and Limitations

25 MIN

Learning objectives addressed: 4, 5, 6

  • Three failure modes: hallucination, confident wrongness, training-data cutoff
  • Risk-tiered mitigation framework (low-stakes, medium-stakes, high-stakes)
  • The prompt-and-verify loop and the 100-dollar gut check
  • Legal limits: no social scoring, no biometric ID without consent, state/federal law compliance
Slides 17-28 ┬╖ DIR Required Content covered: AI limitations, accuracy gaps, training-data dependence, lack of judgment, mitigation, legal limits

Module 3 ΓÇö Best Practices for Responsible AI Use: Five Principles

25 MIN

Learning objectives addressed: 7, 8, 9, 10

  • Human Oversight ΓÇö every output reviewed by a human before action
  • Privacy and Security ΓÇö no PII in publicly available AI tools
  • Transparency ΓÇö constituent disclosure when AI is used
  • Accuracy ΓÇö every output verified before being relied upon
  • Accountability ΓÇö the agency owns the decision, not the AI
Slides 30-44 ┬╖ DIR Required Content covered: all five principles with public sector scenarios

Module 4 ΓÇö Knowledge Check and Proof of Completion

15 MIN
  • Pre-test (baseline): 10 questions, untimed, no passing threshold
  • Post-test: 12 questions, 80% passing threshold, 2 attempts before re-enrollment
  • Adaptive remediation: below-80% learners routed back to specific modules where errors concentrated
  • Proof of completion: PDF certificate with learner name, agency, date, certification expiration
Slides 45-46 ┬╖ DIR Recommended (non-required) standards: assessment of learning outcomes + proof of completion
